The Russian government has expressed its commitment to improving the quality of the country’s infrastructure. However, the impact of the global economic and financial crisis has encouraged new thinking, based in part on a desire to increase efficiency and improve value for money in public investments. The experience of public-private partnership investment models outside Russia offers a guide to potential new forms of co-operation and investment models. One form of interaction for Russia that has been used abroad to some effect is the so-called Life cycle contract (LCC). This article analyzes LCCs within the context of arrangements involving the state sector (i.e. public private partnership (PPP) projects).
