Effective strategies of restoring consumer property rights: how to collect damages for substandard connection to utilities?

On November 20, VEGAS LEX experts held a meeting behind closed doors with senior executives of major Russian companies devoted to the illegal limitation of access to utilities infrastructure and protection of consumer property rights.

The participants discussed possibilities of collecting damages and lost profits arising from the substandard connection to the electricity, gas, heating and water distribution infrastructure, and the possibility of proving the respective grid operator’s fault in causing the damage. The speakers presented effective strategies of restoring the consumer’s property rights and recommendations for choosing the best strategy between court action (the possibility of assignment of the claim) or anti-monopoly action (the conditions and grounds for referring the case to the anti-monopoly regulator).
