New rules for determining tariffs by the FAS Russia

The draft Federal Law “On fundamental principles of the state regulation of prices (tariffs)” is focused on adaptation of the current legislation concerning regulated activities to the up-to-date conditions and requirements for tariff regulation procedures. The draft is also intended to ensure a consistent approach to the basic rules of tariff regulation in the business activities, which are essentially different, for which the state regulation of prices (tariffs) is reasonably required.

Debts in the law

More than a year has passed since Federal Law No.307, entitled “On amending certain Russian Federation statutes to build financial discipline on the part of energy consumers.” Nonetheless, we still cannot observe any evident positive results due to reducing consumer debt for housing and utilities services. Actions by market participants to collect debts through the courts are not as effective and powerful as the measures provided by law. The reasons for this situation, and how to change it for the better, were discussed at a roundtable called "Nonpayment for Housing and Utilities Services: Judicial Practice and Current Issues in 2017" in Samara. The event was initiated by the association "Reliable partner".
