XI Professional Energy Forum: Russian fuel and energy sector issues in focus

The XI Professional Energy Forum, Generation, Networks and Sales, organized by the Energorynok magazine, took place on December 10, 2014. The participants discussed issues of the Russian fuel and energy sector’s development, the use of energy saving technologies and IT.*

Head of the VEGAS LEX Fuel and Energy Group Alexander Lavrentyev spoke at the plenary meeting. His presentation, A Trap for Consumers, was devoted to breaches of contract by default suppliers without disruption of supplies. He discussed the enforcement of Government Resolution No. 442 of May 4, 2012 On the Functioning of Retail Electricity Markets, Full and/or Partial Limitation of Energy Consumption, and cited cases in which the default supplier failed to fulfill its obligations without actual disruption of supplies, which led to consequences such as the grid company charging full payment for the contract-free energy supplies. He also spoke about the relatively new activity of grid companies to estimate and collect the cost of contract-free energy consumed following the default supplier’s breach of contract.

The participants discussed medium-term strategic goals of the sector, ways for their attainment, and effective cooperation between the authorities, energy companies and representatives of industry and finance for drafting recommendations on the sector’s priorities.**

The audience included fuel and energy company leaders, representatives of concerned ministries and departments, industrial enterprises, investment companies, experts, academics, business media and others.
