Alexander Lavrentyev on energy sector agreements
The discussion focused on various issues concerning agreements that regulate relations on the wholesale and retail electricity markets. The workshop included two separate sessions, one on the wholesale market and the other on the retail market, each session followed up with a practicum.
In his presentation, Mr. Lavrentyev covered the energy sector reform in Russia, on power can capacity sales agreements, and the current issues on and prospects of the wholesale market for power and capacity. He also explained the specifics of power supply agreements and agreements with default retail electricity providers. During the practicum, the participants considered cases from court and administrative practice involving agreements on the wholesale and retail energy markets. The workshop helped participants structure their knowledge of the current energy market situation and get more insights into agreements on that market.
