Consortium headed by VEGAS LEX will design the model for development of Moscow Air Hub

The contract for design of the model of the Moscow air hub (MAH) development was officially signed on December 28, 2012 in the office of law firm VEGAS LEX. 

The consortium of the performers of this project was formed on 27 December on request of the working group of the RF Government headed by the First Vice Prime Minister Igor Shuvalov. The consortium was made up of of the law firm VEGAS LEX, Lufthansa Consulting and infrastructure company InfraONE. VEGAS LEX is a leader of consortium and is responsible for organizational and legal aspect of the project on design of the MAH development model.  

More than 20 leading Russian and international technical, economic, legal and airport consultants were invited to participate in the consortium.  The screening committee chaired by Igor Shuvalov is made up of the chief executives of the airports Sheremetyevo, Domodedovo, Vnukovo, of Aeroflot, Siberia, Transaero, Utair Airlines, as well as of the heads of the RF Ministry of Transportation, Ministry of Economic Development, Ministry of Internal Affairs, Federal Air Transport Agency, Federal Protective Service, Federal Anti-monopoly Service, Federal Property Management Agency, the Moscow City Government and the Government of Moscow region.  

Summarizing the results of the consortium work on 1 July 2013 the working group chaired by the First Vice Prime Minister Igor Shuvalov will specify further directions for the development of MAH and its major airports - Sheremetyevo, Domodedovo and Vnukovo.  

Thus, by the middle of April the consultants must produce recommendations with regard to estimated figures of passenger and cargo carriage through MAH up to 2030, the roles of the airports in provision of services, different mechanisms for management of the aerodrome and airport property of MAH, development of external ground infrastructure.  By July 2013 the work must be completed, and the consultants must produce their recommendations with regard to MAH prospective lines of development, the MAH airport infrastructure optimal control model, development of external infrastructure as well as the capacity growth of the air traffic organizational system.  

The instruction of the President of the RF who in July 2012 supported the idea of his council I.Levitin on creation of unified MAH infrastructure company served as the primary prerequisite for the present cycle of the MAH development model. Subsequently the working group of the MAH development project chaired by the First Vice Prime Minister Igor Shuvalov following the instructions of the President of the RF decided to engage consultants for production of recommendations for the prospective development of the MAH and selection of the aerodrome and airport property optimal control model.
