Vegas Lex supports publication of the book “Development of Public-Private Participation in the regions of the Russian Federation”

A book entitled “Development of Public-Private Participation in the regions of the Russian Federation” has been published with support from Vegas Lex.  It was written by leading expert in the sphere of PPP projects, Viktor Kabashkin, D.Sc. (Econ.), in conjunction with Deputy Prime Minister of the Government of the Belgorod Region Alexander Levchenko and Deputy Director of the PPP Centre of Vnesheconombank Vladimir Sidorov. 

In Russia today, public-private partnership is at the peak of activity: the systemic financial disruption in the global and the Russian economy are only strengthening the need for interaction between business and the state outside the fiscal sector.  “At the same time, however, in the regulatory and methodological sphere, no precise definition of PPP has yet been formulated or the specific features identified that distinguish this institution from, for example, a state order or other forms of project finance”, notesAlbert Eganyan, Managing Partner of Vegas Lex, in the foreword to the book

The book “Development of Public-Private Participation in the regions of the Russian Federation” is valuable, in Eganyan’s opinion, in that it not only lists and systematically analyses the possible forms of PPP, but also characterises them from the point of view of the Russian legislation and global experience in the given sphere. 

The methodology of public-private partnership as a variety of project finance, the correlation between liabilities and risks in PPP projects, and project management are just a few of the topics covered in the book.  “Processing of its contents through the prism of the regional aspects of PPP and participation in elaboration of the publication by representatives of the main institute for development in the PPP sphere -- Vnesheconombank make this book extremely topical and interesting for regional and municipal executive authorities, branch authorities at the federal level and, of course, for companies implementing their own projects in the regions”, Eganyan added.
