Public-private partnership in Rostelecom’s projects: opportunities and formats

On May 12 and 13, Head of PPP and Infrastructure Practice spoke at training sessions on Opportunities for Public-Private Partnership in Rostelecom Projects and Other Formats of Public-Private Cooperation, organized by the Public-Private Partnership Development Institute*.

On the first day of training, expert gave a lecture on Nature and Concession Laws: Recent Changes in Concession Legislation and How Concession Laws Can be Applied to Information Society Projects. He spoke in detail about the PPP situation in Russia, about the subjects, facilities and important conditions on concession agreements, and about ways to conclude concession agreements. He discussed the concession legislation development trends and the possibilities of using the concession format for Rostelecom projects.

On the second day of training expert and Maxim Tkachenko, Executive Director of the Public-Private Partnership Development Center, explained to the participants how private initiative works in concession projects and what legal risks it entails. They also reported the results of the study on Private Initiative in Concessions: International Experience and Prospects in Russia.

The experts discussed the flaws in the current procedure for considering "private initiatives" and grounds for rejecting it, and demonstrated various approaches to private initiatives that can be used by potential initiators, the government agency involved and the financing institution.

The training program included a business simulation game that involved initiating a concession project in accordance with the new procedure. Lawyers from VEGAS LEX’s PPP and Infrastructure Practice, Irina Dolgikh and Mikhail Kornev, took part in the game as experts.
