Russian industrialists and VEGAS LEX discuss development of procedural law with Supreme Court

On April 14, 2015, the VEGAS LEX* law firm and the Property Committee of the Union of Industrialists and Entrepreneurs (RSPP) organized a roundtable on the Development of Effective Judicial Procedure and Unified Civil Procedure Code: Problems and Solutions. The event was moderated by Mikhail Fridman,a member of the RSPP Bureau.

The experts gathered to discuss how the planned unification of the procedure laws would influence effective justice. They explored the possibility of changing the existing codes and introducing unified judicial procedure rules and discussed ways to improve the current court system; talked about practical aspects of applying procedural rules by commercial courts and general jurisdiction courts; went through the benefits and risks of the unification of procedural codes for businesses, and how the new Unified Procedural Code would affect the investment climate in Russia.

Senior Associate of the Real Estate, Land & Construction Practice at VEGAS LEX, spoke about the practical aspects of development and harmonization of procedural legislation. He discussed how a more effective court system would influence Russia’s position on the Doing Business ranking and talked about the Russian procedural system’s development, including the 2014 judicial system reform. He also addressed the possibilities for, advisability of, and ways to harmonize the civil procedure laws, as well as various aspects of applying the current procedural rules.

Other speakers at the event included Deputy Head of the Supreme Court and Head of its Judicial Board on Administrative Cases Tatyana Petrova, Advisor to the Economic and Social Legislation Department at the Presidential State-Legal Directorate Natalya Yuryeva, Deputy Chief of Staff of the State Duma Committee on Civil, Criminal and Commercial Legislation Olga Ruzakova, Professor from the Russian Government’s Financial University, and First Deputy Chairman of the Board of the Alekseyev Research Center for Private Law Andrei Yegorov.

The discussion led to drafting a list of proposals to improve procedural laws, which took into account the new Code of Administrative Court Procedurewhich is to take effect from September 2015.

The event was attended by representatives of the Intellectual Rights Court, the State Duma, major Russian companies (Severstal Management, Inter RAO, Novolipetsk Steel, Novatek, Suek and others), RSPP, the Chamber of Commerce and Industry, law firms, insurers and business media.
