On 15-18 April 2010, the Central House of Artists hosted the V RREF Forum, the main professional venue for the Russian real estate market. The event was attended by the development, property, consulting and managing companies, suppliers to the cottage construction market, land owners, bankers and investors, representatives of dedicated ministries, associations and mass media. The Forum included a conference titled ‘Low-Rise Construction in Russia - Setting a Course for Affordable Housing' discussing the most acute countryside residential property issues.
Yuriy Borisenko, Head of the ‘Land. Real Estate. Construction' Practice delivered a speech on ‘Low-Rise Construction in Russia - Setting a Course for Affordable Housing' focusing on the legal risks and solutions in implementing state support programmes for the low-rise residential construction. Following the event, Mr. Borisenko noted that the conference brought together a highly professional audience and the vital issues of increasing project profitability and reducing the low-rise construction costs have received a comprehensive and in-depth coverage and provoked heated discussions based on practical examples and specific figures. The participants have reached a uniform understanding on the minimum infrastructure and utilities costs for the Moscow region and certain other areas, where the sale of land plots offered without a construction contract with a promised cost of centralized utilities amounting to RUR 20-30 thousand per "sotka" (one hundred square metres) looks like a massive swindle.
The low-rise construction state support programmes were also highlighted at the conference. In this context, Yuriy Borisenko made detailed comments on the measures and regulations both already adopted and planned for adoption soon as regards simplification of the taxation, permit-granting and land allocation procedures for this type of construction.
