Project description:
Vegas Lex was charged with developing proposals for an organizational and legal model for managing and developing seaports in Russia by transforming FGUP Rosmorport.
Following a thorough examination of the existing organizational and legal framework for the Russian seaport development, international experience and strategic targets for the transport industry, as set forth in the Transport Strategy of Russia 2030, Vegas Lex experts reached a conclusion on the need of in-depth review of regulations governing seaport management in the country, including by adopting a special law to meet the needs of accelerated development and effective management of seaports in the contemporary context.
The optimal solution for seaport development (in line with the RF Transport Strategy) is supposed to be the “Rotterdam model” of a possessory port as a multimodal transport and logistics complex involving public and private infrastructure financing sources and ensuring business opportunities for private port residents, such as service companies and owners of port super-infrastructure.
The concept was approved by the management of FGUP Rosmorport.
