Legal support for the investment Project Comprehensive development of South Yakutia”.
The main of the Project – creation, on the basis of public private partnership principles, in the Far East of Russia, in the Republic of Sakha (Yakutia), of a major new industrial area consisting of hydro-electric, electricity grid and transport infrastructure facilities, as well as a cluster of industrial production units (guaranteed electric power consumers), primarily connected with advanced refining of the minerals found on the territory (natural gas, apatite, coal, iron and uranium ore, and so on).
Within the scope of the Project, it is proposed to implement major investment projects to construct the Kankunskaya HPP, the Elkonskiy mining and metallurgy combine, the Yakutsk gas-chemical complex, the Inaglinskiy coal complex, the Seligdarsk mining and chemical complex, the Aldansk synthetic motor fuel plant, and the South Yakutia mining and metallurgy association.
The estimated cost of the Project amounts to 424 billion roubles, including design – 8,875 billion roubles, of these: then investor’s own funds – 95.1 billion roubles; funds borrowed by the investor – 212.9 billion roubles; state financial support out of the resources of the Investment Fund of the Russian Federation – 114.5 billion roubles, including at the design stage (2008–2009) – 6.6 billion roubles.
The investment Project does not envisage raising funds from the budgets of constituent entities of the Russian Federation and local budgets.

- - introducing a Project management system at the stage of design/development of documents, including regulations of joint working committees, providing for their agreement, for expert examination of the agreement with the state customer, with the construction manager and so on;
- - providing legal support for placement of the state order (including expert examination of the tender documentation and the state contract with the designer);
- - carrying out legal formalisation of land plots/gathering information on the form of ownership of the land on the basis of a preliminary plan for location of a facility and the category of the land plots; identifying possibilities for reserving land for HPP construction needs; compiling a step-by-step plan of the actions required for formalising right to land and obtaining construction permits;
- - advising on accounting and taxation issues.
