OJSC Corporation Ural Industrial – Ural Polar
OJSC Corporation Ural Industrial – Ural Polar was established to provide transport access to the huge resources of the Polar and Pre-Polar Ural on the basis of priority development of the transport and energy infrastructure. The main shareholders are three constituent entities of the Russian Federation – the Tyumen Region, Yugra and Yamal.

Project description:
Law Firm Vegas Lex represented the interests of OJSC Corporation Ural Industrial – Ural Polar by providing comprehensive organisational and legal support for an investment project within the scope of preparation and submission of an application to the Investment Fund of the Russian Federation.
This integrated investment project was unique in that a risk-management system allowing the investor’s representatives to participate in the work of tender commissions of state customers was introduced for the first time within the framework of structuring of the project.
The Ural Industrial – Ural Polar project is the only one of its kind: it was structured by the firm’s attorneys “from scratch”, right up to the stage of the signing of the investment agreement in a period of 6 (six) months.
The project includes three major blocks:
- transport (design and construction of 1800 Km. of railway lines and 795 Km. of highways);
- energy (design and construction of electric power facilities);
- mineral raw materials (design and construction of industrial enterprises, including for extraction and processing of minerals).
Considering that the total volume of investment in the Project exceeds 540 billion roubles and the Project consists of three blocks, the period of 6 months for structuring the Project and undergoing the procedure for obtaining government support out of the resources of the Investment Fund of the Russian Federations is a record.
