The Project:
Consulting on the “Academicheskiy” Investment Project – Europe’s biggest investment project for developing territories for housing construction (Ekaterinburg) for the purpose of selecting the organisational and legal model for structuring the Project using public private partnership instruments; implementation of the organisational and legal model within the scope of legal support for the Project.

Project description:
In the interests of CJSC RENOVA-StroyGroup, specialists of the Vegas Lex Department for Infrastructure and Transport Projects analysed the current organisational and legal model for implementation of the Academicheskiy Investment Project, disclosed the risks and presented the Client with an analysis of them in consideration of the current organisational and legal model for implementing the Project, and drew up recommendations for minimising these risks. In addition, the Vegas Lex attorneys developed new variants of the organisational and legal models for implementing the Academicheskiy Project, including aspects of applying public private partnership instruments.
The Academicheskiy Project is the only investment project for comprehensive development of territories for housing construction within which forms of public private partnership are being applied.
The Vegas Lex attorneys analysed in detail the possibilities for combining various PPP instruments envisaged by the effective legislation of the Russian Federation (as of today, there are several dozen), including on the basis of a SWOT analysis.
In addition, our specialists analysed the impact of the regional legislation (of constituent entities and municipalities) on efficient investment project implementation and recommended ways to improve (develop) the effective legislation (both federal and regional) for the purpose of making implementation of the Academicheskiy Investment Project more efficient.
