On September 22, 2016, Kazan hosted the Fourth Partnering ‘Russian Medicines. An interdisciplinary dialogue.’ The discussion focused on improving the drug provision system in Russia.

VEGAS LEX Commercial group junior associate Anastasia Cheredova spoke at the first session, Improvement of the drug provision system in Russia and business and government cooperation with a balance of interests. Her presentation, Public Procurement at Pharma 2016: New Challenges, covered the problems encountered in the bidding process under Government Resolution No. 1289 of November 30, 2015 (which introduced the odd man out rule). She cited some inconsistent practices used by the Federal Antimonopoly Service (FAS) and the courts in the application of this rule. The expert also called attention to the controversial practices of determining the interchangeability of medicines in 2016.

Among other things, representatives of FAS Russia, state customers and pharmaceutical market leaders had an opportunity to discuss expansion of local pharmaceutical production, the contract system of procurement, special investment contracts, the experience of regional procurement and other important issues in the pharmaceutical sector.
