VEGAS LEX discusses decommissioning of energy facilities at a workshop for SIBUR HoldingOn December 1, 2016, Counsel at VEGAS LEX Energy practice Yuriy Tatarinov spoke at a workshop on the rules and procedures for technological connection to power grids, organized for SIBUR Holding employees at the educational center of Non-profit Partnership "Market Council". The expert discussed the rules of decommissioning energy facilities, the rights and responsibilities of the System Operator of the Unified Energy System, and the Russian Energy Ministry’s authority in coordinating the decommissioning of such facilities. In his report, Power supply restriction/cut off to consumers, Mr. Tatarinov explained who can initiate the restriction and what the constraints can be, and described the general restriction procedure.
