On September 27, 2011 Head of Commercial Group, participated in a roundtable for legal and pharmaceutical committees of AEB on the implementation of the Federal Target Program for the pharmaceutical industry (FTP* Pharma 2020), and on legal aspects of the current practices in handling of medicine.

To implement the federal program extensive reform is initiated in the pharmaceutical sector, which in particular affects the commercial aspects of production and circulation of medicines, the system of education and training, as well as the responsibilities of doctors, insurance of the patients, and innovative technologies in healthcare industry.

The meeting was attended by the representatives of the pharmaceutical companies, manufacturers of pharmaceuticals and medical products. VEGAS LEX, in its presentation, drew the audience's attention to the legal aspects of implementing the FTP Pharma 2020. In particular, expert informed the participants about the amendments to the legislation and the measures the Federal Antimonopoly Service (FAS Russia) undertakes to control the industry within the Program. She provided a valuable insight on the antitrust risks associated with the position of the FAS Russia.

Among the most actively discussed topics:

• The FAS Russia and its control over the distribution policies for the producers of pharmaceuticals;
• State procurement of medicines and medical equipment

Commercial Practice of VEGAS LEX believes that in spite of the industry-specific issues, the topic could be interesting for a wide range of companies, including members of the legal committee at AEB, due to the fact that the FAS Russia usually uses the principals and approaches piloted in another industries to analyze the activities of the companies.
