On 4–5 April 2019, XV annual Legal Forum of Russia organized by Vedomosti business daily was held in Moscow. The VEGAS LEX law firm became a partner of the event, and Managing partner Alexander Sitnikov – a guest of honor and a speaker at the plenary session of the forum.  
For fifteen years, the forum has been one of the key legal events in the country. Governmental authorities, business reps and leading lawyers gathered at the occasion to participate in the discussion on the current condition of the Russian economy and legal business. 

The plenary session of the forum was devoted to the topic “The agenda for lawyers in relation to recent political and economic developments”. Vasily Rudomino (ALRUD), Dmitry Afanasyev (EPAM), Andrey Goltsblat (BCLP), Igor Kondrashov (Sberbank), Sergey Pepeliaev (Pepeliaev Group), Andrey Yukov (Yukov and Partners), Andrey Yakovlev (Yakovlev and Partners), Andrey Tsyganov (the FAS Russia) and Alexander Sitnikov (VEGAS LEX) took part in the session. 

In the course of the discussion, Alexander Sitnikov, Managing partner of VEGAS LEX, shared legal solutions for national projects using the Comprehensive plan for upgrading and expanding core transport networks until 2024 as an example.
"The main question of our discussion is how to prove to everyone that nowadays the legal community plays a prominent role, it is useful today and it will help solve, at least, domestic economy issues,” the expert stated. Mr Sitnikov explained, what the national projects were and specified a number of legal instruments such as PCI, PPP, SPIC, IPA, PSA, PSA-2*, which had been successfully implemented by the law firm and were meant to serve for accomplishing complex national projects. 

"The first thing is that usage of the above legal solutions for successful transactions where we can together distribute effectively risks between the public and the private partners, use proper instruments, ensure stability owing to the fact that long-term plans and objectives will be incorporated into corporate documents, and where we can incorporate efficient conflict resolution mechanisms. Laws and regulations will be adopted giving significant weight to opinions of the professional legal community, and judicial quasi-settlement will take a back seat due to lack of necessity," Mr Sitnikov underlined.
Another remarkable topic of the discussion was legal ranking and rating. The experts concurred that criteria for selecting nominees in international ranking agencies were subjective and extremely obscure.
