Online conference VEGAS LEX and RSPP "SPIK 2.0: prospects, opportunities, challenges"
The process of concluding the first SPIC 2.0 is currently underway. This event marks the final stage of a fundamental transformation of the SPIC mechanism, which began back in August 2019.
The updated mechanism makes it possible to count on a wide range of measures of state support for investment projects that will use modern technologies. All these advantages are of great interest from the Russian and foreign business community, however, many are stopped by certain nuances of the Government's inclusion of technologies in a special list and questions to current and planned support measures for SPIC 2.0 participants. In order to understand the current trends and effective tools for interaction between investors and regulators, the RSPP, together with the law firm VEGAS LEX, held an online conference on the topic: "SPIC 2.0: Prospects, Opportunities, Challenges". Alexander Sitnikov, Managing Partner, co-moderated the conference together with Igor Vdovin, Chairman of the Russian Union of Industrialists and Entrepreneurs Committee on Investment Policy, Development Institutions and Export Support. Maxim Grigoriev, partner, lawyer, head of Special Projects, also made a presentation, telling the participants about the benefits and challenges of investors participating in SPIC 2.0. Maxim noted that for a more effective implementation of the updated SPIC mechanism, it is absolutely necessary to amend the regional legislation. At the moment, the overwhelming majority of constituent entities of the Russian Federation mention SPICs, but the corresponding support measures are not fixed.
